If you&#8217;ve ever wondered about the definition of hypocrisy you&#8217;ll find the answer right here. Last month the Swiss foreign minister visited Iran and, together with President Ahmadinejad, attended the signing of a multibillion euro contract for Iran to supply Switzerland with large amounts of natural gas over the next 25 years. The US State Department immediately condemned the deal. Israel complained too, describing the Swiss minister&#8217;s visit to Tehran as an &#8220;act unfriendly to Israel&#8221;. Various Jewish groups also joined in the protests. This righteous indignation was entirely predictable but more than a little odd nevertheless. On March 30, the Swiss newspaper Sonntag retaliated with the revelation that Israel, supposedly observing an ironclad boycott of all things Iranian, has been buying Iranian oil for years. The story is in German but Israeli journalist Shraga Elam has provided me with a translation which I&#8217;ll quote from here: &#8220;Israel imports Iranian oil on a large scale even though contacts with Iran and purchasing of its products are officially boycotted by Israel. Israel gets around the boycott by having the oil delivered via Europe. A reliable Israeli energy newsletter, EnergiaNews, reported this last week (March 1 <img src='http://s.wordpress.com/wp-includes/images/smilies/icon_cool.gif' alt='8)' class='wp-smiley' /> &#8230; &#8220;EnergiaNews got the information about the Iran trade from sources with ties to the management of Israeli Oil Refineries Ltd &#8230; According to EnergiaNews the Iranian oil is liked in Israel because its quality is better than other crude oils. &#8220;The report by EnergiaNews editor Moshe Shalev states that the Iranian oil reaches various European ports, mainly in Rotterdam. It is bought by Israelis and the necessary European bill of lading and insurance papers are supplied. Then it is transported to Haifa in Israel. The importer is the Eilat-Ashkelon Pipeline Co (EAPC), which keeps its oil sources secret.&#8221; EAPC was established in 1968 as a joint Israeli-Iranian company to transport oil from Iran to Europe. After the fall of the Shah, Iran ceased to play an active role in its affairs and there are ongoing legal disputes between the two partners. The Swiss report continued: &#8220;It is not clear if the Iranian exporters know about Israeli purchases of their oil. At the other end, the Israeli buyers and governmental offices are well aware of where the high-grade oil comes from, although it is a blatant defiance of the boycott. The EnergiaNews article even made it through Israeli censorship, which asked only for some changes in the text. The fact that the report cleared the censors increases the credibility of the information. In the past, such reports were forbidden. &#8220;When questioned by Sonntag, an energy expert of one of the leading Israeli papers confirmed the EnergiaNews report: Israel has been importing Iranian oil for many years. The expert stressed, however, that the purchases were made on the free market and not directly from Iran.&#8221; Sonntag quoted a spokesman for Oil Refineries Ltd as denying that his company imports and processes Iranian oil. However, Sonntag pointed to a report in Haaretz newspaper last October which said that an Israeli energy company called Paz would be refining Iranian oil and supplying it to the Palestinian Authority from the start of this year. This begs the question: If Iran is, as Bibi Netanyahu argues, an existential threat to Israel, why does the government allow such trade? Would Israel have the US attack Iran&#8217;s nuclear program and provoke a potential regionwide conflict while it cannot seem to wean itself from high quality Iranian crude? You&#8217;d think if Israelis are cowering in fear from an Iranian bomb and the arch anti-Semite Ahmadinejad, they wouldn&#8217;t want to trade with such an enemy. When is a boycott not a boycott? If Israel doesn&#8217;t honor its self-declared boycott of Iran, why should the rest of the world honor its boycott of Hamas and Gaza? If Israel doesn&#8217;t honor its own boycott, then why should members of Congress vote with AIPAC when it proposes a measure that even Israel honors only in the breach? It&#8217;s interesting to note from a discussion (in Hebrew) on the Kedma website that Israel does not formally define Iran as an &#8220;enemy nation&#8221; and therefore in a strictly legal sense such trade is permissible. Ironically, Iran too has a boycott against Israel in place and is violating its own measures in that regard. Furthermore, the same commenter notes that Israel last week dismissed attempts to engage Syria in a diplomatic process as a failure because Syria refuses to renounce its ties with Iran. Do I hear the word &#8220;hypocrisy&#8221;?</p>

<p><font face="Verdana" size="1"><b>The percentage of recruits requiring a waiver to join the Army because of a criminal record or other past misconduct has more than doubled since 2004 to one for every eight new soldiers.  The increase reflects the difficulties the Army faces in attracting young men and women into the military at a time of war. &#8220;Each month is a struggle, for the Army in particular,&#8221; said Bill Carr, a top military personnel official.  CASEY: Deployments strain Army recruiting retention. INCENTIVE: Bonuses boost Reserve&#8217;s recruitment.  The percentage of active and Reserve Army recruits granted &#8220;conduct&#8221; waivers for misdemeanor or felony charges increased to 11% last fiscal year from 4.6% in fiscal 2004, according to Army Recruiting Command statistics. So far this fiscal year, which began last October, 13% of recruits have entered the Army with conduct waivers.  Most waivers involve misdemeanors. The Army has granted 4,676 conduct waivers among the 36,047 recruited from October through late February. The waivers have helped the Army meet its active and Reserve recruitment goals of about 100,000 people a year for the past several years.  A recruit needs a waiver if he or she has one felony or serious misdemeanor or more than three minor misdemeanors. For example, a single charge of possessing marijuana or driving under the influence requires a waiver. Minor infractions include disorderly conduct, trespassing or vandalism.  No exceptions can be made for a number of serious offenses, including sexual crimes or offenses related to drug or alcohol addiction.  Carr and others say the military has granted waivers without hurting the quality of recruits. Exceptions are granted after examining recommendations from teachers, coaches and others. &#8220;We don&#8217;t look at them unless their community stands behind them,&#8221; Carr said.  In another shift in the backgrounds of new Army personnel, the percentage of high school graduates among Army recruits was 79% last year, compared with 91% in 2001.  Recruits who have come in with waivers generally perform better than peers who haven&#8217;t needed special permission to join the Army, Carr said.  &#8220;When you have people volunteering that have made some mistakes in their life, you give them fair consideration,&#8221; said Frank Shaffery, deputy director of the Army&#8217;s Recruiting Command.  The Air Force and Navy, smaller forces which have fewer troops in Iraq and Afghanistan, generally haven&#8217;t faced the same recruiting pressures. Waivers for the Marine Corps have remained relatively flat for the past four years, according to Pentagon data.</p>

<span style="font-family:Verdana;font-size:xx-small;"><strong>The chairman of the Senate Banking Committee, reacting to criticism that a bipartisan housing bill would do little for homeowners facing foreclosure, vowed yesterday to move quickly on broader legislation to help troubled borrowers get cheaper mortgages backed by public funds.  Sen. Christopher J. Dodd (D-Conn.) said he will hold hearings next week on the measure, which is aimed at assisting distressed borrowers, particularly those who owe banks more than their homes are worth because of plummeting prices - an issue at the heart of the nation&#8217;s housing crisis. Under the proposal, the Federal Housing Administration would encourage lenders to forgive a portion of the loans and issue new, more affordable mortgages in exchange for the federal government&#8217;s financial backing.  In the House, Financial Services Committee Chairman Barney Frank (D-Mass.) will hold hearings next week on a similar measure. He and Dodd said they hope to bring the matter to a vote in their respective chambers by the end of May.  In a conference call with reporters, Dodd said he &#8220;tried desperately&#8221; this week to persuade Senate Republicans to support the FHA proposal as part of a bipartisan agreement to address the mortgage meltdown . But Republicans declined to include the complex measure in the hastily drafted housing bill being debated in the Senate.  That measure would provide tax breaks for homeowners and home buyers, more money for foreclosure counseling, and $4 billion in grants so cities can buy foreclosed properties. But most of the money in the bill - $25.5 billion through 2010 - would be the in form of tax rebates to the slumping home-building industry and other businesses that are losing money, a fact that has drawn fire from some economists and consumer groups.  Yesterday, Dodd acknowledged that he had reservations about the business-tax breaks. &#8220;I would have been more moderate on that, to put it mildly,&#8221; he said.  But he defended the overall housing bill, saying it contains some &#8220;very good provisions&#8221; and has broken the political impasse that had prevented lawmakers from addressing the problems driving the nation toward recession.  &#8220;Let me remind you, this is the first time we&#8217;ve gotten anything done. So it&#8217;s a little frustrating when I hear people say you didn&#8217;t get as much as you&#8217;d like,&#8221; Dodd said. &#8220;Would I have liked more in this bill? You bet. But a month ago, we couldn&#8217;t even debate a bill.&#8221;  Yesterday, the Senate voted to expand the bipartisan housing bill, agreeing to add tax breaks for struggling Rust Belt manufacturers and for Gulf Coast residents who have received grants to rebuild homes destroyed by Hurricane Katrina. A long line of senators has formed to offer other provisions, including a temporary tax break for first-time home buyers, a plan to let people who are late with mortgage payments take money penalty-free from their retirement accounts, and a proposal to overhaul the oversight of Fannie Mae and Freddie Mac, government-chartered companies that buy up mortgages.  Senate leaders expect to wrap up work on that bill early next week. Then it would move to the House, where its fate is far from certain.  Frank said the House is likely to concur with the portion of the housing bill that would streamline the FHA, one of the top priorities of the Bush administration. That proposal would increase the size of the loans the FHA can insure, to $550,000 in the nation&#8217;s most expensive housing markets. The economic stimulus bill recently signed by the president temporarily raised the limit to $729,750 from $362,790. The FHA provision in the housing bill is separate from the proposal by Dodd and Frank to permit the FHA to underwrite risky mortgages.  The House is also likely to approve of the Senate&#8217;s plan to authorize an additional $10 billion in tax-exempt mortgage revenue bonds, Frank said. That provision of the housing bill would permit state and local housing-finance agencies to help an additional 80,000 borrowers, including, for the first time, homeowners trying to shed expensive subprime loans.  But Frank said there is &#8220;a lot of opposition in the House to the other tax cuts.&#8221;</strong></span></p>

<p><span style="font-family:Verdana;font-size:xx-small;"><strong>Rapists in the ranks.  The stories are shocking in their simplicity and brutality: A female military recruit is pinned down at knife point and raped repeatedly in her own barracks. Her attackers hid their faces but she identified them by their uniforms; they were her fellow soldiers. During a routine gynecological exam, a female soldier is attacked and raped by her military physician. Yet another young soldier, still adapting to life in a war zone, is raped by her commanding officer. Afraid for her standing in her unit, she feels she has nowhere to turn.  These are true stories, and, sadly, not isolated incidents. Women serving in the U.S. military are more likely to be raped by a fellow soldier than killed by enemy fire in Iraq.  The scope of the problem was brought into acute focus for me during a visit to the West Los Angeles VA Healthcare Center, where I met with female veterans and their doctors. My jaw dropped when the doctors told me that 41% of female veterans seen at the clinic say they were victims of sexual assault while in the military, and 29% report being raped during their military service. They spoke of their continued terror, feelings of helplessness and the downward spirals many of their lives have since taken.  Numbers reported by the Department of Defense show a sickening pattern. In 2006, 2,947 sexual assaults were reported &#8212; 73% more than in 2004. The DOD&#8217;s newest report, released this month, indicates that 2,688 reports were made in 2007, but a recent shift from calendar-year reporting to fiscal-year reporting makes comparisons with data from previous years much more difficult.  The Defense Department has made some efforts to manage this epidemic &#8212; most notably in 2005, after the media received anonymous e-mail messages about sexual assaults at the Air Force Academy. The media scrutiny and congressional attention that followed led the DOD to create the Sexual Assault and Response Office. Since its inception, the office has initiated education and training programs, which have improved the reporting of cases of rapes and other sexual assaults. But more must be done to prevent attacks and to increase accountability.  At the heart of this crisis is an apparent inability or unwillingness to prosecute rapists in the ranks. According to DOD statistics, only 181 out of 2,212 subjects investigated for sexual assault in 2007, including 1,259 reports of rape, were referred to courts-martial, the equivalent of a criminal prosecution in the military. Another 218 were handled via nonpunitive administrative action or discharge, and 201 subjects were disciplined through &#8220;nonjudicial punishment,&#8221; which means they may have been confined to quarters, assigned extra duty or received a similar slap on the wrist. In nearly half of the cases investigated, the chain of command took no action; more than a third of the time, that was because of &#8220;insufficient evidence.&#8221;  This is in stark contrast to the civilian trend of prosecuting sexual assault. In California, for example, 44% of reported rapes result in arrests, and 64% of those who are arrested are prosecuted, according to the California Department of Justice.  The DOD must close this gap and remove the obstacles to effective investigation and prosecution. Failure to do so produces two harmful consequences: It deters victims from reporting, and it fails to deter offenders. The absence of rigorous prosecution perpetuates a culture tolerant of sexual assault &#8212; an attitude that says &#8220;boys will be boys.&#8221;  I have raised the issue with Defense Secretary Robert Gates. Although I believe that he is concerned, thus far, the military&#8217;s response has been underwhelming &#8212; and the apparent lack of urgency is inexcusable.  Congress is not doing much better. Although these sexual assault statistics are readily available, our oversight has failed to come to grips with the magnitude of the crisis. The abhorrent and graphic nature of the reports may make people uncomfortable, but that is no excuse for inaction. Congressional hearings are urgently needed to highlight the failure of existing policies. Most of our servicewomen and men are patriotic, courageous and hardworking people who embody the best of what it means to be an American. The failure to address military sexual assault runs counter to those ideals and shames us all.</strong></span></p>

Over a redrawn map of the U.S., the ad by the Swedish Absolut Spirits Co. declares, &#8220;In an Absolut World,&#8221; noted columnist and blogger Michelle Malkin.  Major Hispanic civil rights groups in the U.S., such as the National Council of La Raza, are tied to movements advocating a &#8220;reconquista,&#8221; or reconquest, of territory lost when Mexico signed the 1848 Treaty of Guadalupe-Hidalgo at the end of the Mexican-American War.  Malkin points out the Mexico City-based firm that created the ad, Teran, says its philosophy is advocating &#8220;disruption&#8221; as a &#8220;tool for change&#8221; and &#8220;agent of growth.&#8221; The firm encourages &#8220;overturning assumptions and prejudices that get in the way of imagining new possibilities and visionary ideas that help create a larger share of the future.&#8221;  As WND reported in 2006, Rep. Charles Norwood, R-Ga., called on La Raza to renounce its support of the Movimiento Estudiantil Chicano de Aztlan – which sees &#8220;The Race&#8221; as part of an ethnic group that one day will reclaim Aztlan, the mythical birthplace of the Aztecs. In Chicano folklore, Aztlan includes California, Arizona, Nevada, New Mexico and parts of Colorado and Texas.  In 2002, a prominent Chicano activist and University of California at Riverside professor, Armando Navarro, told WND he believed secession is inevitable if demographic and social trends continue.  &#8220;If in 50 years most of our people are subordinated, powerless, exploited and impoverished, then I will say to you that there are all kinds of possibilities for movements to develop like the ones that we&#8217;ve witnessed in the last few years all over the world, from Yugoslavia to Chechnya,&#8221; Navarro said.  &#8220;A secessionist movement is not something that you can put away and say it is never going to happen in the United States,&#8221; he contended. &#8220;Time and history change.&#8221; Navarro said one could argue &#8220;that while Mexico lost the war in 1848, it will probably win it in the 21st century, in terms of the numbers,&#8221; &#8220;But that is not a reality based on what Mexico does, it&#8217;s based on what this country does,&#8221; he insisted.  In a 1995 speech to Chicano activists, Navarro said demographic trends are leading to &#8220;a transfer of power&#8221; to the ethnic Mexican community in the Southwest. He notes that most studies show that within the next 20 to 30 years Latinos will comprise more than 50 percent of the population of California. This fact, and other cultural and social developments, are opening the door for &#8220;self-determination&#8221; and even &#8220;the idea of an Aztlan,&#8221; he said in his speech.</strong></span></p>

This combines with providing $270 million in funding, plus $30 billion in additional guarantees, for JP Morgan Chase to buy Bear Stearns Cos. &#8220;Helicopter Ben&#8221; is living up to the nickname he earned after he remarked in a 2002 speech that he would stave off a recession even if he had to drop money from helicopters to do it. The results of these policies have been destructive. The dollar is collapsing not only against foreign currencies &#8212; we&#8217;re now at par with the Canadian dollar and rocketing toward a 2-1 deficit against the Euro &#8212; but also against commodities. Gold was passing the $1,000-an-ounce landmark, silver $20. Even industrial metals like copper and zinc are fetching record prices. Now, a spike in a particular commodity &#8212; say, for instance, $100-per-barrel oil &#8212; can be attributed to a shortage. But when they all move dramatically and simultaneously, it&#8217;s the purchasing power of our money that has gone down. In fact, the increasing cost of even the base metals recently prompted Edmund Moy, director of the United States Mint, to propose further debasing the copper and nickel-plated, zinc slugs we call coins by substituting color-coated steel. &#8220;Never before in our nation&#8217;s history has the government spent more money to mint and issue a coin than the coin&#8217;s legal tender value,&#8221; he claimed in testimony at a recent hearing before the House Financial Services Committee&#8217;s panel on monetary policy. But the U.S. mint continues to issue 1-ounce Gold Eagle coins currently worth about 18 times their $50 legal tender value. The beginning of the end for money &#8220;as sound as a dollar&#8221; was the creation of the Federal Reserve less than a century ago. The final blow came during the Nixon administration when our money&#8217;s last tie to anything of intrinsic worth was severed with the decree that even Silver Certificate currency would no long be redeemable in specie. Why would Bernanke, Moy, et al., want to degrade our money? Who benefits? The answer is: those who are at the head of the line. Creating an additional $270 million in U.S. currency to give JP Morgan Chase provided that company the means to acquire Bear Stearns. Then the owners of Bear Stearns spend the money on something else, albeit at slightly reduced purchasing-power value. The effects will continue to ripple outward, gradually diminishing. The amount of goods and services that can be bought with that $270 million must inevitably decline until the nominal value of the currency reaches equilibrium with the actual wealth available in the economy to purchase. And who will pay? You will &#8212; in the future when you go to draw out the money you put into your 401(k) in today&#8217;s dollars. Your investment won&#8217;t be worth as much as it should. The report confirms widespread pessimism about the near-term economic outlook. Nonfarm payrolls fell by an estimated 80,000 in March, the Labor Department said. It marked the largest decline seen since March 2003, underscoring how reluctant employers remain to committing to making new hires. Private-sector payrolls have now declined for four consecutive months, the data showed. Read full survey. The nation&#8217;s unemployment rate surged to 5.1% last month, the highest since September 2005. The decline in payrolls was steeper than the 60,000 decrease that had been expected by Wall Street economists surveyed by MarketWatch. See Economic Calendar. Adding to the sense of weakness in employment, payrolls in January and February were revised lower by a cumulative 67,000. Job losses thus have totaled 232,000 so far this year, an average of 77,000 lost jobs per month. The government&#8217;s separate household survey showed a decline in employment of 24,000 in March, and a 434,000 rise in unemployment. As a result, the unemployment rate rose. The job report should add to the growing sense that the Federal Reserve will cut the federal funds target interest rate again at its next meeting on April 29-30. The report suggests that businesses are growing increasingly cautious about hiring in the wake of the credit crunch and financial markets&#8217; recent turmoil. Earlier this week, Fed chief Ben Bernanke said a recession was possible in the first six months of the year. But, in testimony before Congress, Bernanke stressed that the economy is still expected to turn around some time this summer. See full story. March&#8217;s data&#8217;s details. The weakness in last month&#8217;s nonfarm payroll growth was widespread. Only education, government, mining and food services added workers in the month. One factor depressing jobs was the ongoing strike by the United Auto Workers against American Axle &amp; Manufacturing Holdings Inc. Manufacturing jobs declined by 48,000, the biggest drop since July 2003. Construction jobs fell by 51,000. Jobs in services increased a slim 13,000, but retail jobs fell 12,000. Governments added 18,000 jobs. The health-care sector added 42,000 jobs, while leisure businesses added 18,000. But the number of temporary workers, considered a bellwether sector, dropped 42,000 in March. Meanwhile, the average hourly wage for March increased 5 cents, or 0.3%, to $17.86, in line with expectations. Hourly wages are up 3.6% in the past year. The average workweek rose six minutes to stand at 33.8 hours. Total hours worked in the economy rose 0.2% Average hours worked in manufacturing and factory overtime rose six minutes for March.</strong></span></p>

When looking at the current state of their own finances, Americans remain relatively sanguine.. ..Democrats have asserted recently that the lack of wage growth has made people more open to government intervention in the economy than in the past, and the poll found mixed results on this score.. ..In the poll, 81 percent of respondents said they believed &#8220;things have pretty seriously gotten off on the wrong track,&#8221; up from 69 percent a year ago and 35 percent in early 2002.. ..Only 21 percent of respondents said the overall economy was in good condition, the lowest such number since late 1992, when the recession that began in the summer of 1990 had already been over for more than a year. On Wednesday, McCain&#8217;s campaign told CNN that the Arizona senator&#8217;s medical file would be produced May 15. Trouble is, they previously said they&#8217;d be released April 15, and they&#8217;ve refused to turn the records over to the New York Times on at least three occasions. This has led some on the left to question, &#8220;What&#8217;s he hiding?&#8221; &#8212; as is the banner headline on the politics section of liberal blog, The Huffington Post. &#8220;Mr. McCain has yet to make his full medical records or his physicians available to reporters,&#8221; the Times veteran medical correspondent Dr. Lawrence Altman penned in March. &#8220;At least three times since March 2007, campaign officials have told The New York Times that they would provide the detailed information about his current state of health, but they have not done so. The campaign now says it expects to release the information in April.&#8221; McCain&#8217;s previous encounter with skin cancer: The Times has taken issue with McCain&#8217;s health before. In early March of this year, the paper ran a Sunday splash titled &#8220;On the Campaign Trail, Few Mentions of McCain&#8217;s Bout With Melanoma.&#8221; &#8220;Along with his signature bright white hair, the most striking aspects of Senator John McCain&#8217;s physical appearance are his puffy left cheek and the scar that runs down the back of his neck,&#8221; Altman wrote. &#8220;The marks are cosmetic reminders of the melanoma surgery he underwent in August 2000. Mr. McCain, the presumptive Republican presidential nominee, sometimes tells audiences that he has &#8216;more scars than Frankenstein.&#8217;&#8221; The recent ducking of questions on his medical history stands in contrast to his release of detailed files in 1999, &#8220;In 1999, during Mr. McCain&#8217;s first race for president, he gave the public an extraordinary look at his medical history — 1,500 pages of medical and psychiatric records that were amassed as part of a United States Navy project to gauge the health of former prisoners of war,&#8221; Altman wrote in March. &#8220;This reporter, who is a physician, interviewed the senator&#8217;s doctors in 1999 with his permission.&#8221; The CNN report was featured in a blog post on their political ticker Wednesday. It was not picked up by news agencies or even the subject of a CNN report. The Carpetbagger blog, however, caught the CNN blog post and raised a storm. McCain said he&#8217;d release files on 60 Minutes. The Times report &#8220;was the standard line in early March. McCain sat down for an interview with Scott Pelley on 60 Minutes, and was asked about his health. McCain said it&#8217;s &#8216;excellent&#8217; (three times), and said his campaign would be &#8216;doing the medical records thing&#8217; soon,&#8221; Carpetbagger&#8217;s Steve Bennen wrote. &#8220;Pelley followed up, &#8220;There has been some criticism that you have not released your medical records. You&#8217;re saying in this interview that you&#8217;re about to do that. McCain replied, &#8216;Oh, yeah, we&#8217;ll do it in the next month or so, yeah.&#8217;&#8221; &#8220;For a candidate who has nothing to hide, he&#8217;s acting like he has something to hide,&#8221; he continued later. &#8220;And given that McCain is running to be the oldest president ever elected, and he has a history of medical problems including melanoma, this is a little unsettling. &#8220;If McCain had a history of secrecy,&#8221; he added, &#8220;it&#8217;d be easier to just chalk this up to a character flaw. But his previous disclosures actually make the problem worse. He was an open book during his first campaign, and now he can&#8217;t even explain the delays in releasing his records. &#8220;As I said,&#8221; he concluded. &#8220;There&#8217;s probably nothing to this. But the campaign&#8217;s conduct on the issue raises questions, doesn&#8217;t it?&#8221;</b></font></p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p><font face="Verdana" size="1"><b>For anyone hoping to buy a home, sell one or hold onto the one they have, the $15 billion housing bill unveiled in the Senate yesterday may mean nothing more than a bit of extra cash in the pocket. The housing bill, hastily cobbled together by Republican and Democratic leaders, would allow state and local property tax deductions this year of up to $1,000 for families and $500 for individuals who now can&#8217;t deduct that money. It also aims to spur demand for homes by providing a $7,000 tax break, split over two years, to anyone who buys a foreclosed home within a year of the bill&#8217;s enactment. But many consumer advocates say the Senate&#8217;s &#8220;Foreclosure Prevention Act&#8221; does not live up to its name. They say it fails to deliver swift help to the most distressed homeowners and is of limited use to borrowers who may soon be in trouble. &#8220;Anybody who gets money in their hands out of this bill will be happy, but that does not mean it will solve the larger social problem or larger economic problem,&#8221; said Peter Morici, economist and business school professor at the University of Maryland. Those who stand to benefit the most are home builders and businesses hit by the economic downturn. Through 2010, the entire tax package would cost about $28.8 billion, of which $25.5 billion would go to money-losing businesses in the form of tax rebates. They would give up other tax breaks, reducing the cost of the entire housing bill to $15 billion by 2018. The House plans to offer its own version of the legislation, and Democratic leaders said they would focus on different priorities. &#8220;Hopefully, the balance will swing to be in favor of the families who are in danger of losing their homes,&#8221; House Speaker Nancy Pelosi (D-Calif.) said. For consumer groups, the biggest setback was the Senate&#8217;s decision to strip the bill of a provision that would have allowed bankruptcy court judges to rewrite the terms of troubled loans for people who filed for personal bankruptcy. The Senate yesterday killed an effort to restore the measure. The measure could have saved more than half a million borrowers from foreclosure through 2009, according to its supporters, by allowing judges to lower the interest rates of mortgages, extend the life of the loans or forgive part of the debts. Of all the legislative proposals aimed at helping homeowners, consumer advocates said this one offered the most relief. But the lending industry lobbied against it, saying it would increase borrowing costs and encourage some to use bankruptcy as a cheap alternative to refinancing. Without the provision, &#8220;there&#8217;s no guarantee of any help whatsoever for many of the clients I work with,&#8221; said Nancy Ryan, a bankruptcy lawyer in Fairfax.</b></font></p>
